There was no failure to impart any intelligence in the Chinese Room experiment because there was no attempt to impart it.

The Chinese Room merely demonstrates that we can be fooled into thinking that someone who has no knowledge of a language can appear to understand it. It has nothing at all to say about the imparting of intelligence. Giving instructions for someone to follow is not imparting intelligence. One requires intelligence to be able to follow instructions.
